LOS CABOS, Mexico (Reuters) - Russian President Vladimir Putin called the controversial death of an anti-corruption lawyer in Russia a tragedy, but said Moscow would retaliate if the U.S. Congress used the case to penalize Russians for alleged human rights abuses.
