HOUSTON (Reuters) - BP Plc (BP.L) may build a railroad loading system at its Pacific Northwest refinery to ship cheap Bakken crude oil from North Dakota and Montana in place of some Alaskan North Slope crude currently processed there, a company spokesman said.
