ANNAPOLIS, Maryland (Reuters) - U.S. Secretary of State Hillary Clinton warned on Tuesday that history points to "additional provocations" from North Korea after its expected rocket launch this week, suggesting isolated Pyongyang feared closer relations with the outside world.
