ROUGH CUT (NO REPORTER NARRATION) U.S. President Barack Obama on Monday (September 16) an agreement reached with Russia over the weekend to secure Syria's cache of chemical weapons was "an important step." "We took an important step in that direction towards moving Syria's chemical weapons under international control so that they can be destroyed. And we're not there yet. But if properly implemented, this agreement could end the threat these weapons pose not only to the Syrian people, but to the world," Obama said.
