Reid revealed Thursday that he's urged Obama to wait until Congress approves a bill to keep the government running beyond December.
Obama is expected to announce his overhaul through executive action.
The New York Times reports the plans would shield up to 5 million undocumented immigrants from deportation.
But it would also set up a major showdown with Congress, where, come January, Republicans will control both chambers.
