ROUGH CUT (NO REPORTER NARRATION) The U.S. House of Representatives will fully fund the Department of Homeland Security this week while blocking President Barack Obama's actions on immigration, House Speaker John Boehner said on Tuesday. "We've voting to block the President's overreach, his executive overreach which I believe is beyond his constitutional duty and frankly violates the Constitution itself. This is not about the issue of immigration, what it is, it's about the President acting lawlessly," Boehner said. The measure was expected to pass by Wednesday, when House Republicans leave Washington for a two-day policy retreat in Hershey, Pennsylvania.
