ROUGH CUT (NO REPORTER NARRATION) Vice President Joe Biden delivered the weekly address for Obama who is at a summit in Panama. He focused on the White House's plan to make community college free. "Our plan is no give-away. Students must keep up their grades and stay on track to graduate," Biden said. Under the proposal, students who attend at least half-time, maintain a 2.5 grade point average while in college, and make steady progress toward completing their programs would have their tuition eliminated. Not all college programs would qualify. Colleges would be required to offer programs where credits could count toward a four-year college and university degree, should students decide to pursue one, or training programs for skills in demand by local employers.
