Libyan authorities carry out early morning raids as they track down migrants bound for Europe. So far they say they have detained 45 people. (SOUNDBITE) (Arabic) MEMBER OF THE LIBYAN ILLEGAL MIGRATION SECURITY FORCE ZIYAD SAYING: "We received a tip and at around 4am. This morning, we raided a location where illegal migrants had gathered and detained them. We then brought them to the offices of the Agency for the Combat of Illegal Migration." Libya is the main launching point for people risking their lives to reach Europe. The raid took place hours ahead of a European Union meeting, where foreign and defense ministers are set to back plans for an ambitious naval force to fight smuggling in the Mediterranean.
