ROUGH CUT (NO REPORTER NARRATION) Senator Lindsey Graham, a 2016 Republican presidential candidate, says he is "surprised" and "disappointed" by the Supreme Court's decision to uphold tax subsidies crucial to President Obama's healthcare law. Speaking on the Senate floor, Graham said health care will dominate the 2016 election. "Hillary Clinton, the most likely Democratic nominee, will make Obamacare her own. Whoever the Republican Party may nominate, the one thing I can assure you is that they will repeal and replace Obamacare with something better," Graham said.
