ROUGH CUT (NO REPORTER NARRATION) U.S. President Barack Obama is urging the Senate to quickly pass a bill to help Puerto Rico deal with its massive debt crisis. This week, the U.S. House of Representatives overwhelmingly passed legislation to help the island deal with $70 billion in debt by creating a federal oversight board that would work with investors. Obama said while the bipartisan bill is not perfect, it's the only option to save Puerto Rico from "spiraling out of control."
