ROUGH CUT (NO REPORTER NARRATION) A Louisiana family is pulled to safety after rising flood waters nearly submerged their home. It's one of the many thousands who have been rescued from unprecedented flooding that has ravaged Louisiana. The video shows U.S. Coast Guard crews hoisting a young boy to safety after pulling him from the roof of a home. President Barack Obama has issued a disaster declaration the state, where at least five people have died and emergency crews have rescued more than 20,000 people. Louisiana Governor John Bel Edwards said residents had been pulled from swamped cars, flooded homes and threatened hospitals across the southern part of the state. The already soaked region is expected to get more rain from a storm system stretching from the Gulf Coast to the Ohio Valley.
