ROUGH CUT (NO REPORTER NARRATION) Despite a day of constant rain, Washington, D.C. was filled with holiday cheer on Tuesday when U.S. House Speaker Paul Ryan lit the Capitol Christmas tree. Speaker Ryan held a countdown and then switched the tree on. "Look at that. Isn't that beautiful?" Ryan said. U.S. President Barack Obama, joined by his wife, first lady Michelle Obama and his daughter Sasha will light the National Christmas tree (a seperate tree) on the Ellipse south of the White House one last time as the First Family last week.
