ROUGH CUT. NO REPORTER NARRATION. UK Finance Secretary Philip Hammond on Wednesday (November 22) delivered his party's 2017 fiscal budget. The Conservative politician made promises on abolishing stamp duty for first time buyers, more money for Brexit preparations and committed 44 billion pounds to provide funding, loans and guarantees over the next five years in a bid to deliver 300,000 net additional homes per year on average by the mid-2020s.
