Three weeks after the Nobel Prize for Literature was awarded to Bob Dylan, the notoriously media-shy singer-songwriter finally tells the Nobel committee that "pre-existing commitments" prevent him from going to Stockholm for the awards ceremony. Mana Rabiee reports.
